Master Chief Fleming entered the United States Navy in 1996 out of Fort Walton Beach, Florida. He completed recruit basic training at Recruit Training Center Great Lakes, Illinois, followed by Aviation Maintenance Administrationman “A” School in Meridian, Mississippi.
 
His first assignment was Sea Control Squadron 32 located on Naval Air Station Cecil Field, Florida.  In May 2000, Master Chief Fleming reported to NATTC Pensacola, Florida, as an instructor. In July 2003 he reported to USS John F. Kennedy (CV-67) Naval Station (NS) Mayport, Florida, where he served as quality assurance for aircraft launch and recovery equipment. In March 2007, Fleming reported to Fleet Readiness Center Southeast Detachment Mayport, Florida, as the production control supervisor and was selected for Chief Petty Officer in 2008.  
 
In May 2010, Fleming transferred to Special Operations Command and Control Element, Horn of Africa, as the senior enlisted advisor. In June 2013, he reported to Strike Fighter Squadron (VFA) 131 as maintenance control leading chief petty officer.  In September 2014, Fleming reported for a second tour at NATTC Pensacola, Florida, serving as the training officer for Database Analysis/System Administrator “C” school and was selected to Senior Chief Petty Officer the following year. In November 2017, he transferred to Commander Naval Air Forces Atlantic (COMNAVAIRLANT) in Norfolk, Virginia, serving as COMNAVAIRLANT training team lead. February 2018 he was selected into the Command Senior Chief program. In February 2019, Fleming reported to Naval Reserve Officers Training Corps (NROTC) Virginia Polytechnic Institute and State University as the command senior chief. In July 2021, he was selected to Master Chief Petty Officer and reported to VFA-32 as the command master chief in November 2021.
 
Master Chief Fleming is a designated Master Training Specialist, Lean Six Sigma Black Belt, and his warfare qualifications include Enlisted Aviation Warfare Specialist, Enlisted Surface Warfare Specialist, Enlisted Expeditionary Warfare Specialist.  His academic achievements include Associate of Arts in Administrative Management, Associate of Science in Supervision & Management, and a Bachelor of Science in Social Science.  He is also a graduate of the US Navy Senior Enlisted Academy and CMC/COB Course. His personal decorations include: Joint Service Commendation Medal; Navy and Marine Corps Commendation Medal (2 Awards); the Navy and Marine Corps Achievement Medal (7 awards); and numerous other unit and campaign awards.
