Force Master Chief Huben L. Phillips enlisted in June 1989 as a hospital corpsman and completed basic training at Recruit Training Center Great Lakes, Illinois. 

Phillips’ previous duty stations and assignments include: Naval Hospital Corps A School, Great Lakes, Illinois; Field Medical Service School, Camp Lejeune, North Carolina; Naval Medical Center Portsmouth, Portsmouth, Virginia; 2nd Marine Division, Camp Lejeune, North Carolina; Naval Hospital Okinawa, Okinawa, Japan; Branch Medical Clinic China Lake, Ridgecrest, California; Naval School of Health Sciences, San Diego, California; USS Denver (LPD 9) in San Diego, California; Naval Hospital Corps School, Great Lakes, Illinois; USS Bataan (LHD 5) in Norfolk, Virginia; Afloat Training Group Norfolk, Norfolk, Virginia; Command Master Chief of Strike Fighter Squadron (VFA) 105 at Naval Air Station Oceana, Virginia; Command Master Chief of USS George H. W. Bush (CVN 77), Norfolk, Virginia.

He currently serves as force master chief at commander, Naval Air Force Atlantic.
 
His academic achievements include a Bachelor of Science from Touro University International. He is an honor graduate of the United States Navy Senior Enlisted Academy, Command Leadership School, Executive Leadership Symposium, Navy Senior Leader Seminar and National Defense University KEYSTONE Senior Enlisted Leader Course.
 
Phillips’ warfare qualifications include Enlisted Aviation Warfare Specialist, Surface Warfare Specialist, Enlisted Information Warfare Specialist as well as the Fleet Marine Force Ribbon.

His personal decorations include: Meritorious Service Medal (2 awards); Navy and Marine Corps Commendation Medal (4 Awards); the Navy and Marine Corps Achievement Medal (5 awards); the Combat Action Ribbon; two Battle Efficiency Ribbons; 1996 NAACP Far East Man of the Year; and numerous  other unit and campaign awards.
