Executive Officer
Cmdr. Ryan "Runkle" Seligman


XOCmdr. Ryan Seligman is a native of Tampa, Florida. He graduated from the United States Naval Academy with a Bachelor's Degree in Computer Science and was commissioned as an Ensign in May 2007. He completed his flight training in Pensacola, Florida, and Corpus Christi, Texas, and was designated a Naval Aviator in June 2009.
 
His first operational tour was with the “Fighting Tigers” of Patrol Squadron (VP) 8 at Naval Air Station (NAS) Jacksonville, Florida, flying the P-3C Orion aircraft from 2010-2013, where he held the position of Pilot Training Officer. He deployed to the 4th, 5th, and 7th Fleets, which included missions supporting Operation New Dawn and Operation Enduring Freedom.
 
In 2013, he reported to the VP-30 “Pro’s Nest” at NAS Jacksonville, where he completed the transition to the P-8A Poseidon and subsequently became a Fleet Replacement Squadron (FRS) Instructor Pilot. He served as a Fleet NATOPS Evaluator and the Pilot Instructor Under Training/Standardization Officer (IUT/STAN). 
 
He reported to the U.S. 7th Fleet Staff in 2016, embarked on the USS Blue Ridge (LCC 19), and served in the N32 Fires Cell as the Dynamic Targeting Chief, detaching in 2018.
 
He completed his Department Head tour with the “Golden Eagles” of VP-9 at NAS Whidbey Island, Washington, from 2019-2021.  He served as the Safety/NATOPS Department Head and Operations Officer.  He conducted two operational deployments to the 6th Fleet area of responsibility (AORs).
 
Most recently, he served in the Pentagon from 2021-2024 in the Joint Staff J39 Deputy Directorate for Global Operations, Cyber and Electromagnetic Warfare Operations Division. In April 2024 he reported to Fleet Area Control and Surveillance Facilities, Jacksonville to assume duties as Executive Officer.
 
He earned a Master of Arts degree in Defense and Strategic Studies through the U.S. Naval War College and has logged over 1,900 flight hours.  His personal decorations include the Defense Meritorious Service Medal, the Navy and Marine Corps Commendation Medal (four awards), the Joint Service Achievement Medal, the Navy and Marine Corps Achievement Medal (two awards), and various unit and service medals.
