Command Master Chief
CMDCM(AW/SW) Mark Rayner

A native of Berkshire, United Kingdom, Master Chief Rayner immigrated to the United States in 1995 and entered the Delayed Entry Program in 2000 in Fort Lauderdale, Florida. In January 2001, he reported to Recruit Training Command Great Lakes, Illinois, for basic training and Damage Controlman “A” School.
Rayner’s previous sea duty assignments include USS Cole (DDG 67), tasked with repairing and returning Cole to the Fleet after the terrorist attack, followed by two 6th Fleet area of responsibilities (AOR) deployments and various other exercises; USS Harry S. Truman (CVN 75), executing two 5th Fleet AOR deployments and a 14month Docking Planned Incremental Availability (DPIA); as Command Master Chief of USS Hershel ‘Woody’ Williams (ESB 4), the first U.S. Navy warship assigned to U.S Africa Command (AFRICOM); and, most recently, as USS Mitscher (DDG 57) as Command Master Chief.
His shore assignments include MidAtlantic Regional Maintenance Center (MARMC) Norfolk, Virginia, Afloat Training Group (ATG) Mayport, Florida, and RTC Great Lakes, Illinois, where he served in roles ranging from Recruit Division Commander (RDC) to Senior Enlisted Leader of the Fort McCoy, Wisconsin, Restriction of Movement (ROM) Detachment, and finishing the assignment as Command Master Chief (acting) for Naval Station Great Lakes.
He reported as Fleet Logistics Multi-Mission Squadron (VRM) 40 as Command Master Chief in May 2025.
Rayner is a graduate of the Navy’s Senior Enlisted Academy (Class 219 Gray, Dean’s List), the CMC/COB Course (Class 21010), and the Advanced Command Master Chief course. He is dual qualified Enlisted Surface and Enlisted Aviation Warfare Specialist and is designated as both Master and Afloat Training Specialist. He earned his Bachelor of Science degree, summa cum laude, in Business Administration with concentration in organizational leadership from Southern New Hampshire University.
His personal decorations include the Meritorious Service Medal (two awards), Navy and Marine Corps Commendation Medal (two awards), Navy and Marine Corps Achievement Medal (six awards) and various campaign, and unit decorations.
