Command Master Chief Jose M. Rivera is a native of Caguas, Puerto Rico, and enlisted in the Navy in November 2003 from Rochester, New York, recruiting station. He attended recruit training at Recruit Training Command (RTC) Great Lakes, Illinois, followed by Basic Enlisted Submarine School and Machinist Mate “A” and “C” School at Naval Submarine School, Groton, Connecticut.

His sea tours include USS San Juan (SSN 751) qualifying as Helms and Planesman Auxiliary Machinery Room Watch, Chief of the Watch, and Submarine Warfare. USS Virginia (SSN 774) serving as the Auxiliary Division Leading Petty Officer and later as the Auxiliary Division Leading Chief Petty Officer, and Diving Officer of the Watch.

His shore tours include Auxiliary Division Leading Petty Officer of Performance Monitoring Team New London, and Ship Superintendent Leading Chief Petty Officer and later the Inside/Outside Machinery Repair Division Leading Chief Petty Officer at Naval Submarine Support Repair Facility in Groton, Connecticut.

Rivera was selected for Command Senior Enlisted Leader (CSEL) program in 2019 as a Chief of the Boat. He reported for Chief of the Boat duty aboard USS Pasadena (SSN 752) in October 2019, and completed a Drydock Selective restrictive availability, and Ice Exercise 2022.

Rivera reported to Strike Fighter Squadron (VFA) 103 as Command Master Chief in March of 2023, and participated in exercises Neptune Strike and Juniper Oak.

He is a 2018 graduate of the Senior Enlisted Academy, and is authorized to wear the Navy and Marine Corps Commendation Medal (three awards), Navy and Marine Corps Achievement Medal (seven awards) and various other personal and unit awards.
